DCA transmitter locations

Does anyone know where the transmitters are located for the WMAA (DCA & IAD) trunked system? I find it strange that I can receive this system fine in Rockville, MD, using a Pro-96 and a rubber ducky, but I can't get even a peep from a control channel in my office, a few miles from DCA in downtown DC.
