I finally found a nice one on eBay. It was listed as 'tested' and 'working'. It does in fact power on, AM radio receives, FM radio receives, however, ALL weather stations are straight static. In fact, taking the antenna on and off yields no change to the character of the static. I even have a VHF TV antenna that I can plug into my other weather radios and it gets crystal clear broadcasts. This new 12-519 is still pure static. Is there anything I can do to fix it? The seller offers returns, and that's fine, but if I could make it work, that would be even better.

You did not mention if you had a manual for it. Found this manual online, there is a factory reset procedure in it that might help.

I did that when I got it. I’ll give it another go and see if anything changes. I’d like to take the cover off and poke around inside but three screws is all that’s on the back and it does not open easily with those removed so, not worth the risk of damage.

Does anyone have access to schematics or service manuals for the particular radio? Like I said, I'm not even sure how to get the case open, but I want to just in case it's simple.

It's clearly defective - I would just return it to the seller. This is not the Radio Shack of old. The products are not of the same quality and there is likely nothing serviceable inside that would restore the weather radio function. IMHO.

Yeah, that's what I am going to do. It is the 2009 version, first header. I have a company that will fix it for $40, but it's just not worth it. A Sangean or my new WR400 Midland is clear as day and modern. I'll just wait for another one to pop up. I just got it because I thought it was cool.
