Dekalb Problems

Has anyone else had garbled audio on Dekalb's new digital system? I have a BCD996XT that scans and indentifies fine but the audio sounds like it is under water. Is there a download of a freesscan database that I can load in to see if my programming is bad? Any particular settings that might cause this?

I meant to say Dekalb County Georgia.

I have it programmed just like the Atlanta P25 and that one works fine. The Dekalb site sounds like the audio is under water and I have even driven over near the tower and that doesn't help.
