Based on my and other's observations, it appears DELWIN is off the air. Can anyone confirm otherwise?
I can usually get the Claymont, Wilm and Newark sites. Nothing for 2 days.

I'm not picking up the control channels for either Dover or Middletown as I used to in the past. Smyrna seems to be fine with traffic from JTVCC.

Perhaps there's bigger plans for that spectrum. The system is under utilized. Back to the state system.
TG29232,29264 and 29296 came up this summer as DOC groups in Wilmington. Might have replaced the little traffic on DELWIN, Also have 25040 and 25072 DOC transport and ops, Ferris perhaps. Have a listen and see if you can peg an ID on those, and is that the offload home.

I have not heard anything from Newark PD in over a week, maybe two on NCC Simulcast.

I think the DOC talk groups that are showing up seem to be primarily Bureau of Community Corrections. It then appears that you get the random talk groups for the prisons and youth centers. Still makes you wonder why the rest of these sites are down

From what I remember, the DELWIN 700 wide area sites are collocated with the 800 system sites. Perhaps the 700 channels will reappear as initial resources of the new P25 system - it certainly would help with channel loading during any transition phase.

Apparently, they are also doing tower mods at Dagsboro and doubling ERP to 347W.

Delwin Back Online?
Noticed Site 5/5 on last week while in NCC, Strong signal pike creek area.
Today I decided to look for some P25 Control Channels at Home in Frederica DE. Every Control Channel I found came back from the database as one of the DELWIN sites. I did not much investigate futher than that but I turned on a unication pager and am currently receiving site 19/19 full bars on the pager labeled in database as Dagsboro.

Yea, I don't think it's actually Dagsboro. I picked up a control channel between Milford and Harrington along SR 14 that was using either a Dagsboro frequency or its site number. Too far away to be Dagsboro, plus I did a quick 700 band scan in the Dagsboro area and the only control channels discovered were for FIRST sites and Ocean City MD. I'll have to look at the data I captured - I forgot to mention the find last week.

I just drove up 113/ US1 from Virginia and everything was back online I could RX (Too far from Hartly). Had usual activity on the Dover/Smyrna/JVCC/Wilmington sites.

I think we need to confirm the locations of the sites.
Site 5 I'm Guessing is closer to Ferris now. (RF sucks in prices Corner Area but that site comes in great in the area, Tells me there must be a tower there)
Site 19/19 Is over by Killens Pond.
Learning this system is about as fun as watching paint dry, Think ill try and get an sdr going good practice for when the new state system comes online.

I'm going to be passing through Sussex tomorrow. I'll try to check out the southern sites.
