Is there a way to pull up a frequency and look at the FCC records online to see if the entity is using digital, NEXDEN, P25 or only analog?

Most of the FCC searches allow you to do this, go to the frequency tab and click on the frequency number for more info.

So they can use encryption without authorization? I thought there was some kind of permission required

Certain radio services allow it, others don't, if authorized in the licensed service it is automatically allowed should an entity choose to use it.

Yes. On an FCC ULS database search, click the Emissons tab and you'll see emissions designations listed on the column furthest to the right. See Radioreference wiki link here for a summary of emissions designations. Keep in mind that just because the emissions are listed on the license does NOT guarantee that the modes are indeed in use

Exactly.

The emission designaters that you see in the license only indicates what they are authorized to use, not what they are currently utilizing. You will find the occasional license that includes analog, P25 digital, DMR, and NXDN as well.

If only the FCC would tell us the color codes, CTCSS, LCNs, RANs, etc. Now that would be some kinna dream.
