I was wondering if there was a way I can program Unit IDs for conventional systems on DMR/NXDN/P25/Etc?
There's a electric company that uses DMR and I want to program the dispatch consoles in as their names.

Yes, but you have to program it as a One Frequency Trunk (OFT) "system" in order to add Unit IDs. Basically you're tricking the scanner into thinking it's tracking a trunked system, when it's really just scanning one or more conventional frequencies. This unlocks all of the "bells and whistles" such as TGID and UID.
