No. The rest channel rotates around all the Logical Slot Numbers (LSNs), with there being 2 LSNs per RF frequency. The rest channel does this regardless of any TGID. As the rest channel rotates around, the LCN it sits on is where the next voice call gets assigned when the next user keys up their radio, no matter what the TGID is. Then the rest channel bumps on to the next LCN and so on.
