However, I'm no longer able to hear Dominion on the listed frequencies for the Fredericksburg area. I've also been doing some searches on UHF for them while power outages were going on, but to no avail. The only thing I found was a data burst coming from one of their licensed frequencies (451.425), but no voice. I can't speak for the Richmond area, but around here, they may have moved to mobile phones, which VDOT is also doing.
I hear plenty from Rappahannock Electric Cooperative on their DMR system.
It's interesting that Dominion has apparently chosen to go this route. REC recently upgraded their radio system to DMR. American Electric Power is switching its EDACS system to P25.
I know we had a power outage this past summer on one of the hottest days of the year and they called everything in on cellphone nothing to dispatch on radio
I haven't really had a need to monitor Dominion in the Hampton Roads area recently, but last time maybe 6 months ago my area was still using the frequencies in RR.
In Northeastern NC I occasionally hear some of the Dominion Energy people talking but none of the calls are dispatched voice (that I have heard). Sometimes I hear linemen who are tracking down a outage might say they are patrolling down route such and such heading towards your location. Or that they need 200 feet of large guage line off the other truck. Usually the transmissions are short and not involving call locations or talking to their dispatcher like in the old days. I have heard signal 7 and 14 used, so the radio codes are still around.
Every once in a while I hear something, usually steps to repair a line ending with "consider it hot". Of late, it's been on Norfolk Division or Construction. Nowhere near as much traffic is it used to be in the Eastern and Central Divisions for sure!
