If you're interested in law enforcement or fire channels then you have to use a digital scanner, almost everything is P25 in both Detroit and the suburbs, most EMS traffic is P25 also. Most of this traffic will be on Michigan's Public Safety Communications System (MPSCS).

Just to make sure we're talking about the same scanner. You keep saying the BC325, do you really mean the BCD325? I haven't heard of a BC325.

That's only possibly true if the user was predominantly reliant on using the Simulcast frequencies to monitor the system.
Since the OP is interested in Downtown Detroit he will be very reliant on using simulcast frequencies. The whole city of Detroit is on its own simulcast site and I don't hear Detroit very often on the suburban sites, plus most of the suburban sites are also simulcast.
