DPS VHF P25 vs. GATRRS system

I sometimes hear DPS units on their P25 VHF frequency here in Austin. I also sometimes hear them on the Austin/Travis Co. TRS. They don't appear to be linked.

What decides if a trooper is using a VHF radio or a trunked 800 MHz radio?

I think the trooper can use most anything he needs depending on who he needs to reach. I do hear the VHF used less and less however.
