02-124 wasnt a previously captured channel, but I think its LCPD 4, and if the traffic was for what i think it was, i'm not surprised it was a channel not previously seen.
@Go-West was the audio you were hearing in the clear, or was it some kind of digital signal on that talkgroup? Trying to clear up exactly what channel 4 is.
Channel 4 in a few areas in south NM is the secondary main channel most would refer to as 10-77 in the region. Originally masc was used or other forms of secure such as des or scramble to take primary traffic off the main channel. Most over time stopped using their ch 4 or technology was not applied to it for various reasons. When Cruces was vhf channel 4 was the backup/ off main channel to go to like most did. Eventually it'll be moot on the use of ch 4 secure anyway as all fire and LE will be aes256 in Dona ana county on the phase 2 system when it rolls out as El Paso county did.
