I live in Suffolk Virginia and listen to N. C. Viper. I can receive Chowan county EMS, FIRE, E/M, S/0. Edenton Police tgid is dead (11026).
RR doesn't have their channel listed as being Encrypted. Any suggestions? BTW I also can receive Hertford county, Gates county, Pasquotank/Elizabeth City and Perquimans county with no problems.

They may still be on vhf for that matter. I know halifax county is in the process of transitioning over to Viper so some agencies are on it now and others are still on vhf. They also maybe using the sheriff channel for comms

@Roydog62 just because they have a VIPER talkgroup doesn't mean it is used on a regular basis. In Wake County there are several VIPER talkgroups but they are only used as backups or emergency situations, and I can count on one hand the number of times I've heard them over the past several years.

That said, other possibilities include they are not affiliated with the tower you are listening to or that no one has confirmed and reported to the database that encryption is in use. Hopefully someone local to that area will respond.

It appears Gates SO is now fully encrypted.

Yep ! I did a recording of all Gates County TGIDs last night and nothing but EMS calls. The 2 Sheriff channels never came on for encryption or anything. Plain dead. Thanks for the info 👍.
