I'm hearing Lyon County SO, not hearing Emporia PD on Ksics. Have also downloaded the conventional for EPD still not hearing them. Using Uniden 436.

I think i hear the EPD on the LYSO channel as well as ESU PD. i hadn't heard ESU PD on their VHF repeater in years. I'm not sure where they've been operating all this time. I tried asking someone who works the LYON Co dispatch but she says she's not allowed to give out what the radio channels are or whatever. People have been asking about the local freqs on the Emporia area Chat on FB and no one that is in the know is being helpful other then other scanner listeners that post the KSICS link to radio reference. and there's a backlash of rude people that are against the scanning hobby on there so when people are asking about it people are being rude. They don't think we have the right to listen. I would love to have an official list with proper alpha tags and talkgroups. I found lots of talkgroups but not all are used enough to figure out what they are.

Lyon County SO and Emporia had separate dispatch centers up until 2014-2015. They consolidated around that time. When I was down there 2 years ago, I swore I heard EPD on the County frequency. EPD's old frequency 460.200 was dead. As far as ESU goes, I wonder if they're being using KSICS now or possibly DMR.

They should be following the same layout as Franklin and Douglas where all LEO are on one main TG with secondary and tertiary encrypted alternates.

so when the go to tac they're encrypted now? I hadn't heard any encryption yet however.

I don't see anything labeled TAC directly except 8TAC91 but they could be calling the encrypted channel that. They do have encryption.
on the old channels they had Primary what is dispatch and then Tac for the 2nd channel. So that's what I'm used to. I have Law 2 and 3 as Tac. and Law 1 is All which is their "primary".

I think you are on the right track. It's just naming. Here they only use LAW 2 for alarms and building searches and what not.
