First of all, if this could be done, I believe it is a Federal violation. "How it works" is an extremely complex explaination. I don't consider myself to be an expert on this subject. But, there are plenty of threads for you to review regarding this matter.

Check the Wiki link at the top of the page here and click on encryption.

And there is no way you can ever pick up encrypted channels.

Technically you can pick up encrypted channels, you just can't decipher it.

Yes....you can still pick up the channel, you just can't hear what is being said. Quite a few times I have noticed one side of a conversation is encrypted while the other side is in the clear.

If you had the police radio in your possession you then could listen to the encryption as long as the radio was consistent with the others. But, that is an unlikely scenario isn't it?

It depends on how often the change their encrypt keys as to wheather you could continue to listen. We change our keys in our radios weekly and not via over the air reprogramming. also if you could get programming cable you still may not be able to retrieve the encrypt keys depending on the radio once the key is written and loaded it can't be viewed or read only rewritten. Radio companies do this for security reasons.

Yes, I've heard stories about the capability of remote operation of various radios by LE agencies. I know that a radio would likely be rendered inoperative if stolen.
