This can be a common occurrence in Windows 10, if you've mess with large files. Try doing a "Disk Cleanup" to see if that removes them as often times hidden TEMP files on your C drive can be using up massive space. I had that problem once, and "Disk Cleanup" didn't even touch the problem, as a video editing program I was using was not configured properly to delete the files upon exit, once that setting was changed, no more problem. So you may also have to check the software programs you are utilizing to see if it has an option to delete TEMP files as well.

Also, in the future consider installing new programs on D drive instead of your C drive if you are getting low on resources. Many people prefer the speed of their SSHD, but most of those drives are not large by today's standards. (Shown in the example below).

If the computer allows, you could also add memory after you correct the cause. Even 4 GB in Win 10 can slow things down if you are running background programs. Eight GB should give you plenty of space unless you do video editing. Most laptops do not have a D drive or space to install one. Partitioning your C: drive to create a D: drive doesn't give you any more space.

What program are you trying to install when you get that error?

You are probably trying to install a program made for a more modern windows version than the one you are using. Is that Win XP?

the ex-girlfriend bought one of these...
HP Stream 14-cb013wm, 14" HD Display, Intel N3060, 4GB RAM, 32GB SDD, Windows 10 Home S Mode, Purple
her machine shows that win 10 takes up 28 of the 32 G's
she had one program she runs to make tee shirts and the machine will now not even take updates as it is full.
the ssd and ram are integrated, can't be upgraded.
so something like this could be your problem.
could you tell us your computer model or stats, it helps.
