Fargo, Cass County law enforcement join agencies going silent on police scanners
Across the U.S., the public is no longer privy to some law enforcement communications.

Hello, I am the one that got interviewed. Does anyone know if Fargo fire went encrypted on their new channels that just went live within the last week or 2? I don't see the channels on the database. They are using Cass 1, 2, and 3. If not how do I find these new channels?

I read the parts of the policy cited in that MEMO and I don't see anywhere where it specifically says agencies transmitting CJI via a Radio MUST be encrypted. This CJIS policy applies to the ALL U.S Agencies. I would think that if it was an absolute requirement, scanners to monitor emergency services would be a thing of the past and all Departments would be encrypted.I have been in some ND SIRN 20/20 meetings. Law Enforcement channels that deal with NCIC data MUST be encrypted, thus the Dispatch channels. They also strongly recommend LE Tactical channels be encrypted. Medical entities are also discussing encryption to maintain privacy of medical information... (sad face)

RE: Radio System Encryption Requirements

The purpose of this memorandum is to clarify the CJIS security encryption requirements pertaining to Radio System communications.
According to the FBI CJIS Security Policy, communication of FBI Criminal Justice Information (CJI) shall be encrypted. The CJIS Security Policy can be found online at CJIS Security Policy Resource Center | Federal Bureau of Investigation.
CJIS Security Policy section 5.10.1.2.1 - Encryption for CJI in Transit:
When CJI is transmitted outside the boundary of the physically secure location, the data shall be immediately protected via encryption. When encryption is employed, the cryptographic module used shall be FIPS 140-2 certified and use a symmetric cipher key strength of at least 128 bit strength to protect CJI.
CJIS Security Policy section 5.13.1 - Wireless Communications Technologies:
Examples of wireless communication technologies include, but are not limited to: 802.11, cellular, Bluetooth, satellite, microwave, and land mobile radio (LMR). Wireless technologies require at least the minimum security applied to wired technology and, based upon the specific technology or implementation, wireless technologies may require additional security controls as described in 5.13.1.1 - 802.11 Wireless Protocols.
Examples of CJI that could be communicated over the radio would be Wants, Warrants, Missing Persons, and any information obtained from NCIC. Should state or FBI CJIS audit findings determine an agency is utilizing a radio with no encryption to communicate CJI, that agency will not be compliant with the CJIS Security Policy. Noncompliance can result in termination of NCIC services.

How do you find new systems then? They are using CA1 and CA2 which isn't listed on RR.I assume they are on the Armer System. The SIRN network is currently only being tested in Grandforks and Williston. I highly doubt FFD went encrypted considering they have their own pulsepoint feed.
That will be greatly appreciated. I can only hear the initial dispatch for Fargo and West Fargo FD and then they switch to CA1, 2 or 3 and no longer hear anything else from them.49044 is Cass Fire/EMS Main (patched to VHF 156.210). 49003 = CA 1, 49005 = CA 2, 49007 = CA 3. I've been collecting them as they are used and will post a DB update when I know what I have is accurate. Fargo FD and WF FD just started using ARMER in the last month or so, but their VHF channels are still patched to the mains for interop.
