Thanks for the clarification on this Bob, I've been meaning to ask you if you had any notes on it. I came across this during my periodic VHF scans but noticed it wasn't in the DB. Safe to assume I should submit the description as it's shown in the screenshot above?
I believe it's in the database anyway, when the police were on the old vhf hi band, ancient history, just like when Bucks was on vhf hi band, F2 was for maintenance and still is. It is however, monitored by the bridge operators, the police dispatcher and the police cars for the Burlington Bridge Commission who of course is also on the Burlington P2 system. Old F2 is a simplex frequency that quite frankly works much better and is much clearer. Go figure.

The tower of course is communicating with the boats on channel 13. So as a boat approaches and starts reporting buoy locations, the bridge operator will notify the police cars on the old F2 that a bridge opening is going to be happening and will ask PD to transport a qualified backup Bridge operator from one of the toll booths, if they are not already present in the tower.
The actual bridge opening is done on the P2 County encrypted talk group assigned to the Burlington Bridge Commission... 49 cars are the Burlington-Bristol Bridge and 48 cars are the Tacony Palmyra Bridge. You also have the Delair railroad bridge which is on channel 13 but not any of the Burlington Bridge Commission frequencies as it is under the auspices of New Jersey Transit. Most of the bridge to bridge communication is done on Marine Channel 13 so as to keep the Delair bridge in the loop.
