Where can i find fire tone-out frequency
For some areas (counties or cities), fire tone-out information is on the Wiki page that you may see linked on the county's database page. The page for Van Zandt County is here, but there is no tone out information included. These county or area specific Wiki pages are created by RadioReference members, who enter information that they have identified. There is a Texas Fire Tone Outs Wiki page, but it does not have anything that applies to your county, nor the ones around you.

You can, however, use your scanner to identify tone outs. Most of the departments near me either use tone outs on a trunked system, or a digital format that the tone-out feature on the scanner cannot decode. More information on finding, and using, fire tone outs on your scanner can be found in the Easier to Read manual. Mark also has a worksheet template that can be used to document what you may find. Remember that when set to Fire Tine out monitoring mode, you cannot also scan other systems. You either use fire-tome out, or scan the systems you want.

If you do identify one or more of the tone outs being used, you can add them to the Van Zandt County database page.

Slight correction; add them to the Van Zandt County wiki page, not the database page. The DB isn't set up to handle FTOs

Go back and read my answer again. I was referring to the Wiki link on the county’s page in the database.

At one time there was a software for decoding tone frequencies posted on the forums, but I haven't been able to find it in about a year. I have several recordings saved that I've been wanting to find out what the frequencies are for them.

Scanners listed in this wiki have a fire tone out detection feature, though it's not always 100% accurate.

Got that straight ... Uniden often rounds out to the closest even number/code.

The problem with VZ fire (And many fire departments in other counties) is that each department has a different tone. There is what, 14 fire districts? Grand Saline dispatches on its own, so one has to dedicate a scanner to the Fire Tone out search for probably a few weeks to log them all. AND THEN are they Motorola standard or goofy icom tones? Its a pain logging those, good luck.
