I'd say it's an escort vehicle for the nuclear transport trucks that come and go to Pantex near Amarillo. I had a chance to see a convoy up close and they do not like visitors. M-4's and lots of bad looking guys sitting at a rest stop near Sayre a few years ago.

I'm voting for these guys too. I usually see them in caravans of at least 3 vans, some trucks sometimes too (F250/350, 4x4, crazy brush guards). The guys usually carry XTS5k's (VHF) and seem to have encryption on all the time. I'd be willing to guess they go on I-40 more than once per month. The last set I saw was using older looking vans though - nothing that looked new.

Cellphone companies utilize field survey crews to diagnose problems and plan for new tower construction. They usually have high end spectrum analyzers and reference monitors. I passed one on Indian Nations Turnpike one day and he sped up and followed me to the turnpike gate at Dustin. He must have been interested in the heterodyne and IF I was emitting. I wasn't worried as everything I had was type accepted and unmodified. I'm not sure why he followed me maybe it was the cell jammer I turned on as I passed him (smile).
