Freq. 1307.680MHz FM?

Located in Wayne County and received this channel on my ICOM R6. It is a continuously transmitting frequency that sounds like a trunking control channel. Out of band for my SDS100. I don’t use SDR, so I cannot find anything else regarding this channel. If anyone could help me and try to identify what it is, that would be awesome!

Sure it's not an image from a freq lower in the 7/8/900 range?
