A friend owns a FT-1500M and the tone CTCSS is not transmitting so he cannot access any local repeaters. He has checked the manual and settings which indicates a tone should be transmitting.
Has anyone had trouble with the FT-1500M CTCSS and if so, is there a fix for this problem?

I don't own this rig - The best test is put it on a service monitor for diagnosis. If you don't have access to one you can try using a simplex freq set the 1500 to encode and a second radio to decode and then try a variety of tones. a 67-254 Some of the closer tones MIGHT false. A TX of 67.0Hz shouldn't RX and be decoding at 77.0Hz.
It could be low CTCSS level, narrow bandwidth 12.5kHz instead of wide 25kHz (I don't know if W/N was an option on this one), the encoder or radio could be off freq or the deviation could be low. If it's 1 repeater, it could possibly be the repeater, if it's a couple with different tones, certainly the rig.
The Alignment Instructions are on Repeater Builder, but I'd advise to not mess with it without a service monitor.

I would look to see if the CTCSS is just on ENC. If it is active on receive the radio might not be opening the audio due to the repeater not passing the the tone on TX. Just something simple to check. I have one if these like rigs and they are pretty much bulletproof tough. Great little radios.
