They had a license for 151.715, KEX539, which expired on 3/3/2002. It's possible they still use that frequency, as people have been known to use frequencies for which they are not currently licensed. There are 47 "active" licenses for that frequency in Los Angeles County, so if they are there, you may have to pull them out of the pile.

Or they could be leasing time on a frequency or system belonging to someone else, or under a different name. Or using cellphones or Nextel. Or ?

No they have radios, i have seen them, now thier antenna looks like a UHF but i dont knw for sure.
