Garbled PSR-600

I recently purchased a GRE PSR-600. The digital channels are garbled. The dealer I bought it from has made all kind of adjustments to it and it is still garbled. The dealer does all the repair for the county and EMS so I believe he knows what he is doing. LOL He told me my area is a pain in the%$#&. Any ideas? Thanks everyone. I am in Onondaga County in NY.

Three possibilities.

1. Simulcast
2. Overload due to strong signal
3. Weak signal

One other possibility, encryption on some of the county tac channels, as well as, city TGID's.

Try changing antennas yet? You are probably experiencing multi-path so a indoor antenna for 800-900 mhz. would help.

Thanks everyone. I have tried 3 different antennas. He has made changes to the attenuation. We have a simucast system here so I am going to try a directional antenna. Hey I am still open to ideas. LOL
