first off just for some info i live in Franklin county, Pennsylvania. So i programmed all the frequencies in there. My question is can i still program the state police frequencies in there ? I was looking
Pennsylvania State Police Scanner Frequencies and Radio Frequency Reference on there but it confused me since it said.

"PSP stations are in the process of migrating to the PA-STARNet OpenSky system.
Click the collaborate tab on the left to go to a list of stations showing the STARNet migration progress."

Does that mean i can still program it in ?

Welcome to radio reference. After looking at the RR full PSP database page, you may be one of the lucky ones to still monitor the state police. If you know what trooper district you are in, put those frequencies into your scanner. You shouldn't have a problem listening to your county as well. If, and when, the PSP migrates completely to the OpenSky system, no one will be able to monitor them. It is not a format that any analog or digital scanner can decode to allow anyone to hear.
