The cold air off the lake and warmer (barely) air from the ground and in the jet stream formed fog near the lakes. Perhaps this inversion off cool damp air (heavier than warm air) traps in radio signals? Rochester is close enough to the lake?

Can someone who is in the know explain this inversion?

Rochester is right on the lake.
