So it seems there's some movement here, with results likely to appear pretty soon based on what's already working: https://www.ampr.org/grants/grant-paving-the-way-to-use-gsm-gprs-technology-on-amateur-radio-bands/
My opinion - SDR PHY was a good idea experimentally speaking, and there's a fair amount of already working code, but the MS is a real problem, otherwise this is going to be static or desk portable at best. Can there be progress on the hardware front? I can see some pretty expensive hardware design needed, maybe some patents in the way. Would people be willing to sink money into this?
