Near San Antonio heard on 37.660/114.8 "I have no idea what my headwater is at Dunlap or McQueeny".
Is this an active freq for the Guadalupe Blanco River Authority?

Well, it sounds like it if you heard them. They are the authority over those two "lakes." I've noticed they are licensed for that frequency in Comal County (Dunlap) and Guadalupe County (McQueeney), and when I pass their vehicles I see only a low band antenna.
