I thought 243.0 was military guard? I keep finding artcc's that use this freq. Am I mistaken about this?

You'll find it listed under every ARTCC RCAG but, yes, it's strictly a Guard freq. The fact that it's on their freq list simply indicates they're ready and able to transmit on that freq if necessary.
