Guelph Police

I understand Guelph Police use the Bell Fleetnet Tower (possibly one of the first constructed). Are they straight p25 like the OPP, or are they encrypted p25?. I may be going through the area, can anybody from the area, let me know if it is monitorable.

I'm having difficulty scanning guelph police.....it almost at times seems to be encrypted. I downloaded everything from radioreference..........using the ARC396 software.
