Hamilton County and Locution?

Is Hamilton County really switching over to automated dispatching for fire and EMS? They appear to be doing station testing on Dispatch and Ops 308. I'm only hearing real people on Control, and a few calls appear to be real in between the tests on Dispatch.

I thought all law enforcement channels in Hamilton County are now encrypted. The RR database shows the dispatch channels are not encrypted.

There's a new set of encrypted talkgroups in the db. The old ones haven't been removed.

From what I am hearing, it seems like they are still testing the locution system! Is that normal?

Last night I heard some radio traffic on INV3 which was in the clear. It sounded like some kind of training exercise.

Yes it takes a good bit of testing for locution to get its ai up to snuff on the voice for pronunciation of things to be corrected etc. New names for streets not in its memory can be tricky at first and it will just phonetics until it learns etc.

Reminds me of a guy who used to dispatch for a pd in MS. He had a speaker vibrating bass voice, and sounded perfectly bored even if there was a rare car chase, or even rarer shots fired by an officer.
