Pasco County is an EDACS system. (I was just visiting that area a little over a week ago, it sounded good on my PSR-500)

Be sure that you program in the frequencies in the correct LCN order and in the correct frequency slots in the system.

Unfortunately I'm not familiar enough with the 996t or the ARC software to be able to give you the details on how to go about it. Just remember that the frequencies have to be in the correct slots in the system configuration in order for it to work correctly.

77, this is how Pasco looks in my ARC396 program. I don't know if ARC996 and ARC396 are the same, but maybe this will help.

Just make sure that under the "General" tab that you select "Edacs Standard/Wide" for your System Type.
