This is all brand new to me but this is what I want to do and what I plan on using to do it. I have no problem being corrected if this is al wrong. 
I live in a small town that uses one frequency for pretty much everything. I want to record that frequency off one scanner and then set up another scanner to scan a few other frequencies and record anything it picks up.
I have an old laptop that I can set up to run Proscan and an old Radio Shack scanner for our small town frequency recording.
Then I'll either run another instance of proscan on a separate PC or set it up on the first PC using the Left/Right input and I'll need to buy another scanner, looking at a BCT15.
