help!! with edacs

i live close to east liverpool OH columbianna cty. i hear what i think is AEP, edacs i can scan them and recieve their "id numbers" but i'm not able to scan in order. i get control #1-2-4-5-6 sometimes i get all and other times only control 1 and 2. i can provide more info if some one can help it will be a few days,thanks!

This RR Database page http://www.radioreference.com/modules.php?name=RR&sid=1871 for site 307 (your county) list these 7 channels with channel 1 as the Control.

If your scanner is GRE, you need to program the freqs starting with channel one in target bank - not channel zero. Also, the bank and each freq need to be set to EDACS.

Unidens don't have a channel zero but do need to follow the menu carefully in setting each freq.
