Help With Transit Sytstem

I am new to this, and just got my 396 last week. I have been entering systems on the unit
with good success using ARC396. I seem to be having trouble with one "conventional"
system and was hoping somebody in the group might be able to shed some light on the
situation.

The is the company that I work for, and the radio system is for a fleet of over 200 transit
buses in the city. The system has a Base, and each bus is capable of transmitting to the
dispatch office. The dispatch office is able to uniquely identify the source of each bus
transmission on their computer screen, so they know which vehicle each call is coming
from.

Here is the situation. With the published Frequencies, I consistently receive the Base
transmissions within a 20 radius no problem. However, I only get one side of the
conversation (the base). If I am within about 1000 meters of any bus, I can pick up their
transmission on the "input, but otherwise I have been unable to receive them.

Question: how can I get both ends of the conversation for all vehicles and dispatch?

I suspect this is not a programming issue, so you should post this in the Ontario forum: http://www.radioreference.com/forums/forumdisplay.php?f=69 Who ever put the freq's in the database suggested that some freq may be a duplex system, and not a repeater, but some of your fellow scanners up north may be able to clarify. I don't know the URL for the Canadian FCC is, but maybe a check on class codes might also clarify. It shows Call sign VCK775 class Code FB for this pair: 411.537500 416.537500, but also class code ML(??) for this pair 416.537500 411.537500. Since I don't have a clue about these codes, best to ask in the Ontario forum as I said.
