I purchased a Whistler ws1065 scanner a few days ago. I used the win500 program to upload wood county frequencies, I am not able to pick up Parkersburg PD. Please advise.

Are you trying to monitor the 800MHz LTR system or the 154MHz VHF system? Looks like there's more than one system for Parkersburg, and looking at the notes, it seems that may have switched back and forth between the two systems in the past. If you're monitoring just one, you might want to look for them on the other. I'm not nearby, so hopefully someone closer to you can assist. If they've switched to the Wood County SIRN system, that looks to be completely encrypted--so little help there.

I set my scanner to factory default. I used a different programming software. Now I am able to hear Pkrb PD

Yes, there is definitely some encryption use on WV SIRN, but I seem to recall that in order to be part of the system, a user had to agree to not encrypt the dispatch channel--cannot recall where that was--perhaps the WV TIC-FOG document.

Yes, I remember seeing that as well. If Wood county dispatch is, maybe they had a good reason or it's listed in the DB incorrectly.
