Depending on the service/system you use to broadcast, you could do both. In most cases, all you need to broadcast, is the scanner, a computer and an audio cable (1/8" mono to 1/8" mono). Plug in to the external speaker jack on the scanner, and the mic in port on your soundcard. From there, it depends on the software you use to broacast with.

Most computer sound cards will pass through any aduio heard on the microphone to the external speakers hooked to the card. Make sure you unmute the microphone in the playback audio mixer in the volume/sound settings on the computer and that should do it...
