Just a hunch, but perhaps they're making changes to some conventional channels like the ITAC and SCTAC mutual aid frequencies. However, I don't believe the State CIO has rebanded any of the conventional 800MHz repeaters yet.
However, based on a review of modifications to the Horry Co. license WNQK719, it appears that Horry County will give up use of the 860/815MHZ frequencies on this license and give them to Nextel. Ie, they are taking the opportunity to vacate the "guard band" between Public Safety and eSMR bands. So perhaps the radio shop is removing the 860.2125MHz control channel frequency and inserting a new alternate CC frequency.
