How do I program a PRO93?

I have a PRO93 and want to listen to my local police/dispatch. NWCD Northwest Central Dispatch. I live in Mount Prospect so my goal is to listen to the police/fire. I got a program called Win93 to upload frequency's and trunking stuff. Could someone help me input data into the program? I'm so confused and frustrated. Could someone get on Windows Remote assistance/Live Messenger and control my computer so someone can show me what to do. My email to get me on Live Messenger is chrisk216@comcast.net
