How do I program in Trunked Frequencies?

I bought a Radioshack Pro-97 a couple years ago because i was really wanted to be able to listen in to police frequencies around Washington DC. I programmed in frequencies, but never understood how to do the trunking part. I want to be able to hear Virginia State Police, local police in Fairfax and Alexandria, local Police in Montgomery County, and Maryland State Police. Can anyone explain simply how to do it, or lead me to a place i can find a file to load onto my scanner, or put me in contact with someone who can program it for me? I am very new to this field, but very interested. thanks for any help

The PRO97 cannot handle much of what you are asking. DC and Montgomery are all digital, as is Fairfax county and Alexandria city AFAIK. Only the scanners listed below can copy them (anything in blue and/or underlined is a link...)
