As the name implies, FreeSCAN is FREE. He will accept donations of your choosing, but certainly will work to give you an idea if it is a program you like better than the others (no limits etc). It will download directly from RR (here) if you are a paying member or you can use the E Z Grab to import frequencies from various places (highlight, copy and them import via EZ Grab).
In the KC MO area the radio places that come to mind off the top of my head Henshaws (been a long time since I've been there), Associated Radio over on the Kansas side more ham stuff, but think they do have some scanner related things and a place out in Olathe Kollman Radio I believe the name is. Seems he's into CBs, scanners and thumpin' sounds (from what I remember seeing at the place).
I've heard that some have good luck with an outside mount for the antenna that's on the back of the set. I'm not sure where they get those, don't remember ever seeing anything like that at Radio Shack. From my understanding, hooks on top of the car window and just basically moves the rubber duck outside to get away for all the "shielding" of being inside the car body.
