Bill, I see that the sheriff is on LWIN, but I don't see any site frequency..

Go to the TOP and find the System Frequencies.
Select what is your nearest towers/zones - enter them as a Trunked System
Then add the Talk-Group for the SO

Not all TG's hit all Towers, so YMMV for monitoring
I would read up on Trunking in the Wiki
