The "Private" tacked on the end of the description likely indicates that the frequency is for the use of the Hurricane Police department only. So, yes you should be able to monitor the Hurricane Police on that frequency.
And my experience with the “private” fire dept channels is there is nothing worth listening to on these. Maybe police will be different but I suspect you won’t will hear dispatch/response comms.

I agree with your take on the fire departments, that is about how it goes here. However, our police departments do use their private talk groups for car to car chat and coordination of things.
Sometimes I hear some pretty interesting inside baseball type stuff.
That HPD frequency is their private channel for general chit chat. They operate on the county law dispatch channel, which is NXDN, but is also linked to the state SIRN system. If you have a scanner that does NXDN, it sounds better listening to that channel, as opposed to the linked state system channel.
