I cant get phx to work on my pro 96

If anyone can help...i cant seem to get anything from phx...i downloaded and uploded evertything from this site to my scanner...NOTHING! what am i missing???? ill im getting is maricopa county...but i would love to listen in on phx and mesa...can anyone help???
