What does it mean when someone has an "Index card" only Identification? I hear this often on the radio. What type of Identification is this exactly?

Do you know the reason? Did really old licenses not have all their info entered or was there a data loss at some point? I've never heard the term in SoCal (not that I listen much).The complete drivers license file is not in electronic form. Sacramento would have to be called to get all the record info.

Actually an index only means the person previously received a citation but did not have an actual CDL or ID. The DMV then creates an "X" number with whatever information they receive from the courts, so it is an incomplete dmv record. All CA DMV licenses and ID numbers start with a letter then 7 numbers. An index only number starts with X (X1234567).
