Is there a way with Treport, or any other decoder program, to distinguish if a site on a Motorola SmartZone system is an IntelliRepeater site or a regular, full-featured site?

Yes, it's totally possible. OmniLink networks take a little more effort to analyze but it's possible to identify IntelliRepeater versus Simulcast sub-systems 100% of the time.
I've been meaning to make some updates to TREPORT, including this, but haven't had the time lately.
You can also just listen to the control channel too. IR sites have a distinctive sound to them. Sounds kind of like a skipping of sound. If you listen to the two you'll hear it.
