Can an agency which is set up as an EDACS standard system receive transmissions from an outside agency and have that transmission show up on the agency's talkgroup?

The transmission differed from the ususal traffic, and the speaker referred to 'your town'.

The agency, which is listed as Provoice/analog system voice, and was very much in the clear, seems to have dropped analog voice except for mundane tnxs.

Yes, that just means they patched another agency in on the system. Probably the reason it is in the clear is because the patched signal going back to the outside agency needs to be in the clear.
