What frequencies do I need to use to try to talk to the ISS. I live in east Tn. if it even matters.

See our wiki article

The AMSAT ARISS page has the freqs. It looks like the crew is going to be quite busy until Feb, when they may restart their school contact schedule. That might be the time they start off schedule contacts, too. But who knows? It's worth parking a receiver on 145.8 or .825 and see what develops.

You will need tracking software (or an online plot) to tell when the ISS is in your area. A good general rule is the higher the pass the better. That wiki article also has links for those as well

If the crossband repeater is on, you might not be able to talk to the station crew, but you can talk to a lot of other people.

I haven't seen any reports of the cross band repeater on in quite a while. Perhaps that's been discontinued - I have to ask Frank a question about that....73s Mike

The ISS crossband repeater went active around February 1, according to postings to the Hearsat mailing list. It will probably be turned back off on February 4 to accommodate a scheduled docking operation.
