The ISS uses FM voice mode for the Amateur UHF downlink repeater on 437.8 MHz. The Amateur radio FM voice uplink is 145.99 MHz using a PL67.0 squelch code for the repeater.

The mode is for everywhere .. The ISS is in orbit around the world.. You need an Amateur radio license to access it. Amateur Radio on the ISS – AMSAT

If you listen to 437.8 MHz, you will hear hams on the ground using the ISS's repeater. For more information check out www.ARISS.ORG
the link describes all the ways the station is used for amateur radio and also covers some other frequencies you may be able to hear. The repeater is easy to monitor when the station is overhead and the repeater mode is active.
