Jefferson County Frequencies?

I confess I cannot figure out which frequencies to use for Jefferson County. I've tried the simulcast, I've tried what I'm guessing are the non-simulcast, and nothing really works. Occasionally, I'll get a bit of a broken up transmission. Paradoxically, the more frequencies I add, the less I hear. I'm using a Pro-651.
