Kansas City Metro Area P-25 System

I can't find any solid information on what is going on in regards to Kansas City's public safety radio system. So far all I know is that we are changing systems and P-25 is going to be active sometime in spring 2011. I would love to have as much information as is available in whatever form. If you heard something please post it here, even if it might be inaccurate, but please say so if that is the case. Also if you know of any articles or documents or anything that can shed some more light on this a link would be awesome. My specific area of interest in this regard is what effect this will have on my ability to listen i.e. encryption etc... I have pretty much assumed the worst and think that everything will be encrypted so yeah. Thanks for the info.

First thing let's not think everything will be encrypted.
Check out the FCC Web page to look up their license that would give you more info.

I hear it will be a simulcast P25 system similar to the new Johnson County, KS system. If it is it will mean the end of monitoring KCMO for a lot of us in the outlying areas. I am only a county South of Johnson and I can't hear that system due to the corruption of the data by phase errors.

I am having trouble finding KCMO's P-25 system on the FCC database. What should I search for exactly? Would they have it up there yet?

KCMO is still working on the hardware end of the new system. From what I know everyone but PD will migrate to the new system and off the EDACS system. The "plan" is to get the towers/radios/etc in place and working starting Q1 2011. The front and back end of this system will be Motorola based equipment. You may start hearing something April-ish time frame including testing. April was the planned turn on of the system but the dates are slipping.

As for the PD, they are going to use the Motorola back end but the HH and mobiles will be who ever has the GE/Ericsson/MAComm brand name. Not really sure how all this will work together but they made KCPD a good deal on the units and they choose to go that way. (Remember KCPD is a state agency and don't have to go the way of the rest of the city)

In this day, i can't imagine an agency buying a new system without at least the capability of encryption.

I wonder how many are using encryption in a mixed-vendor environment though.

As far as encryption goes...I've heard the plan for now is to keep all dispatch talkgroups in the clear, while tactical, SNU, Special Ops, and investigative stuff will be locked down. This info came from a ranking officer at one of the patrol zones who has knowledge of the new system's usage SOP. Considering how some of these agencies operate, who knows what will ultimately happen. They could decide at the last minute to encrypt everything. Best advice is to sit back and take a "wait and see" approach.

That's great info, thankfully all dispatch will be in the clear!! Most agencies should encrypt the most sensitive communications, not dispatch, my opinion!!!
